What’s working and what’s not in combating Fort Worth’s gangs | Guest columns...

More than 25 years of hardnosed professional law enforcement efforts have been levied toward gang violence in Fort Worth. Cities such as Chicago, Los Angeles and New York City have nearly a century of addressing gang violence. Unfortunately, cities large and small continue to report an increase in the number of gangs and gang membership.
Are we living in a state of diminished returns, or is hope alive?
Although our local government and social service agencies are hard at work in reducing levels of gang violence in our communities, there continues to be an urgency to understand the impact of gang violence and what is — and isn’t — working.
In communities throughout the country, the notion of admitting or denying that a gang problem exists is a common struggle. Admitting that gangs exist should not mean that nothing else needs to be done. Denying that there are gangs does not make our community is safer, because we do not address the problem.
Communities that openly admit the presence of gangs understandably are more head-on in addressing the problem. Once a community admits there’s a problem, people become angry. That’s the time when they will commit to positive change.
Gangs will continue to haunt our communities for the next 200 years unless and until the outcries for change outnumber the lives lost to gang violence. Only then will communities become safer.
One proposal that would minimize gang presence is for lawmakers to discontinue passing ineffective legislation that institutionalizes youth instead of rehabilitating them while addressing the issues that pushed them into gangs in the first place. When poverty, illiteracy and mental health issues are properly addressed, the attraction to gangs will decrease.
The combined efforts of law enforcement, schools, social services and churches work. Citizen policing groups such as Code Blue and Ministers Against Crime are highly beneficial. Crime Stoppers and Imagine No Violence campaigns are powerful anti-violence initiatives. Behavioral and lifestyle improvement programs offered by nonprofit agencies such as UMOJA and the Boys and Girls Clubs continue to demonstrate great success stories.
The missions and goal statements of these entities and programs are being realized because many of us have decided it is unacceptable for our youth to remain ill-prepared for the realities of life. An increasing population of unprepared and undereducated youth forces us all to respond quickly, effectively and practically.
So, what isn’t working? There are more gangs and drugs in America than ever before, and the numbers are steadily rising. More than 785,000 gang members are reported to exist in the U.S., and billions of dollars are spent yearly toward the "War on Drugs."
The yearly cost of sustaining a young person in prison far exceeds the cost of educating our youth in public schools or sponsoring them at the local community center. It is clear that law enforcement cannot arrest away the problem. Many of our young people are angry at their communities, and they express that anger through unacceptable behaviors such as truancy, chemical dependency and gang involvement.
Our children are angry. When will we get angry?
I highly recommend that communities seek realistic solutions. The key to addressing gangs or any social issue may be as simple as ABC: Affirm, believe and commit. Affirm there is a problem, believe that you have or can garner the resources needed to address it, and commit to change.

Raising three boys I know a lot about the trouble kids can get into. Part of it is the parents responsibility to make sure they know where their kids are. Parents should ask questions, where are you going, who are you with, what number can I call and most importantly, I want to meet them. A lot of parents need to meet and know their kids friends. It's not just the parents of the kids that can keep a kid out of a gang, it's other people's parents too.

Another thing is keeping kids busy. My boys grew up playing a lot of video games and although video games might not be the best thing to do, it keeps them busy and happy. When they were younger I put them in soccer, karate classes, signed them up at the gym and we went places together. A busy kid has very little time to join a gang. And if that kid's parent is nosey in what they are doing and contacts their parents letting them know what they are up to, and is meeting their friends parents, the relationship can change. Parents have to get involved and stop depending on the government. They will never have the manpower or motivation to reach these kids like millions of parents can.

That's not to say that the government shouldn't get involved. I just think it starts with the parents and maybe even educating parents on how to be better parents.

Gangs are a bacteria, the only way to remove, them is to abolish the ideology. To bad we can only kill a person and not an idea, because this idea has and will always spread as long as there is an impovershed society that glamorizes gang life. To be a gang banger now is no longer to be in some sort of group as much as it is a way of life.

Fourtanatley a way life will and can change, we must look past the larger issue and at the individuals faced with gang dilemas, for it is much easier to cleanse a germ than a disease.

I have four children of which two are boys; one who is at his early teen stages and the other who is in first grade. As a single parent I can’t tell you the challenges that I have encountered; just when I thought I was almost on my way out. I was wrong; I made the mistake of thinking that as they grew up things could only get easier…right? I don’t know what ever gave me that idea!

I grew up in and around gang affiliation throughout my middle and high school years. I was in middle school when I was first introduced to gangs; but I didn’t really pay much attention to them. I was focused on my grades and my plans. It wasn’t until I got to high school that I became involved; and my life took a huge turn. I still remember the night my cousin almost died or I should say did. He was stabbed several times while he was cornered into a phone booth. He died three times during surgery. Another of my cousins lost his eye; I could keep going with bitter memories of those who have one or another way have been affected by such tragedies! I took a great lesson with me; a life lesson that could not be thought in school, one I learned in the street. I saw a different way of life, and sometimes was in such disbelief that people could live that way of life.

I wasn’t raised that way nor was it the example I was given at home. I was lucky to have parents that cared and tried to be as involved as they could; and were always on me. I realized that was not a life I wanted to live; unfortunately it was not easy to leave. Sometimes change is not that easy or so it seems; I eventually got married had my children and even though with time it all passed and few married, settled down, and formed families of their own. Thinking that that it was all just a part of the past I tried to close my eyes to reality and see no more evil. It wasn’t until I myself was a victim of a drive by (not intended for us) shooting and my son was grazed by a bullet. I realized that I needed to move out of the neighborhood; not because I am ashamed of coming from that particular neighborhood; but because like most parents I want a better life for them and with the help of school activities, sports, and community soccer I managed to break the cycle.

People can’t just close their eyes and expect it to all just magically go away. I defiantly agree that as parents we should all be more involved in our children’s lives, ask questions, and maintain them busy. But I also believe that as a community we should all care, become informed, and take action by becoming involved with our youth. I insist the youth are our future; and if we don’t’ care then who will? I care! Once again I have four children, two of which are boys; am investing in their future too! I also work with two non profits that are specifically for the youth. I work closely every day with kids/teens and their families to try to empower them with the resources and services needed to better prepare themselves and overcome challenges. I support and encourage that more money be spent on education and programs for both parents and children. Let’s not forget that being a parent didn’t come with a manual; and although to some it comes a bit more natural there are those who need support and the guidance to breaking free from an ongoing cycle of poverty, uneducated, and .the ideology of the “glamorized” gang life as it is overly portrayed in the movies, and music industry. . I applaud and support the Boys and Girls club “Comin ‘up”, and other non profits like them whom took the initiative to do something for our youth; and with their help have help make a huge impact and change families’ lives! It is because they have a place to be and things to do that it keeps them safe and out of the street without such programs gang violence and activity would be much higher.

I very surprise that you talk about gangs. I am from Chicago Illinois city with the highest gang rates and murder rates I was in the Latin King family which means that I was protected and insured by them which means that if I needed something they were their for me. My Brother was a Latin King soldier which he was a member of the gang that's why I know so much about street gangs because was as you can say raise in it. I agree on one of the topics that you touch which is that the schools do need to change the way they treat the students because they are leading the kids to no hope and no success in the future which may cause the raise of like you say them being in jail and becoming fugitives of the state. Also that of what you speak is about guns in school is a major topic which that's why I am writing a topic on that to me it should be prohibit to have guns in school's but we should have a hire demand in security in school's not just patrol officer or security guard a mean having a police officer walk campus and not drive around campus they should actually walk the hallways and have a plan encase of a shooting in school or consequences would be like the massacre that happen in Virgina tech on April 16,2007

Gangs are a problem and always will be a problem for years to come and I don't ever see gangs disappearing from our world. Gang’s promote violence, drugs and other criminal acts to our youths. Have you ever seen a gang that was for doing positive things?? Not me. If we stood as one a educated our youths properly then I believe there would be less gangs. You can incarcerate anyone, but will it change them? Probably a small percentage of them will, but the majority of them will return to the streets and there old ways. There’s also a strong possibility that a percentage of the ones released will seek vengeance because they did get put away. Just cause you’re born around gangs and violence doesn’t mean you "have" to be a part of it. Be the solution and help. Help change our youths and the streets that play in. I remember when I was younger how i could go outside, ride my bike and my parents have no worries. I am now a mother of 3 young children and there is no way I'd let my kids ride bikes alone in my neighborhood. Even though i live in a neighborhood that everyone knows everyone and we all share the responsibility of watching the neighborhood kids...we can’t keep the gangs and drugs from our streets, but i could tell you one thing, we stand as one and fight to keep our kids safe. I challenge you to do the same...

Gang violence seems to be a growing and disturbing part of our society. I know gang violence is around us and something/anything has to be done to reverse it. I believe education and family life are the key. It's easy to judge sitting on the outside looking in. You can only accomplish what you know. Rehabbing and education are essential to the growth of our inner city. Great topic.

Gangs, and gang violence is a topic that i have lived. where i was raised in southern California, gangs where the norm for many children. my parents did everything they could to keep me out of trouble and out of the streets. i was put in track and field at a young age as a means to keep me busy, teach me discipline, and keep me out of trouble. i have seen so many of my friends go to jail and even die from the harsh realities of being apart of a gang. Many of my friends that went to jail came out the same way and continued to do the same things. I strongly agree that institutionalizing youth instead of rehabilitating them is a major reason that youth get out of jail or camp and continue the same destructive behavior. More focus on finding the problem and helping youth deal with them is a key to ending gangs and gang violence. extra curricular activities and safe, fun places for children to go and feel they are a part of something builds confidence and discipline, it also gives the you a feeling of belonging (just as the gangs do). Where im from in California, there where gangs called clowns and they where positive gangs created to keep children out of trouble. The children danced and created dance groups. it was a means of giving the children a group to belong to.
Communication with your children and spending quality time building a bond in my opinion is a huge key in keeping children out of trouble.

I believe what you mention in your article is correct. Many public schools need to put more effort to educate students about gangs and gang violence. I remember when I was a child in elementary school teachers never taught too much about gangs. Also, programs educating students not to be involved in such violent gangs could help. Television also could be a key factor in helping combat against gang violence. Instead of providing commercials against drugs, we should also produce commercials about what gang violence can do and show the effects on how it could affect your family, friends and everyone around us. Making commercials like having a 18 year old guy lay on the ground dead from a shooting would definitely make people rethink what they are doing.

Gangs is a ongoing problem with no easy fix. Getting to the root of the problem would supply a fix to it, however, because there is no absolute formula as to why people join a gang, the solution would come on a case by case basis. The problem, most members join the gangs because of peer pressure,attention, or lack of love. they do not see it as a problem in the first place. For them, its a way of life, as a solution to society failing them. Some members actually believe gang life and violence are the solution to the problem. It is imperative to the survival of our youth, that we as a community, start now by raising our children to understand the responsibility of maturity before they are actually matured. If we love and teach our children how to be productive adults, they will flee from the manufactured love the gangs have to offer.

I totally agree that institutionalizing the youth is a wrong way to go about fixing the gang problem that exist within communities all over the United State There needs to be a system in place that rehabilitates children/teens rather than putting them in a prison like environment. I think the long term effects of rehabilitating someone will be far more beneficial than institutionalizing them.

I could not agree with you more. Seems that pre-teens are the main target right now. These older gang members brainwash these poverty stricken young pre-teens. Many of these children do not have a family, or are being abused in some form and look at it as a family, a sense of finally belonging. Not realizing they are being used. I do believe that the city needs to open up more after school activities and give financial assistance to the needy. A greater awareness needs to also be established and the community as a whole needs to get involved more.

I do not know much about gangs as i have never been in one or have never been around anyone in one at all. But growing up it seemed that it was all about activities outside of school that kept kids away from drugs or drinking. I think the same thing goes for gangs as well. Unfortunatley alot of gangs are located in the inner city and many of them do not have the money or area needed to participate in some activities but stuff such as the Boys and Girls Club are what many kids need. A positive influence is needed from the time kids are in Kindergaten cause without that positive influence gang life is all they really have to fall back on.

I dont think that law enforcement have a chance until we start focusing on the real problem " the parents" and start letting them know that the choices they are makeing in raising their kids is the main problem and is resulting in failure..Robert

I think all of this is great info. And I think that more people should be aware of the problem at hand. Especially in cities like Ft. Worth where crime is prevalent. I also think that everyone in this gang unit should be as enthusiastic about this as you. If everyone isn't on the same page, than all this is irrelevant.

I believe that gangs violence has grown in Fort Worth Tx due to the lack of jobs. If a person has a hard time generating income but has a lack of education to get a job then they may make bad decisions for easy money. I feel as if jail doesn't rehabilitate a criminal. They just learn other crimes why they are locked up. The only people who are actually rehabilitated are people who are innocent in the first place. Thats just my opinion.

I think things are getting worse because no one wants to admit what is at the root of the problem---the American family. Children turn to gangs and drugs as a way to escape their homelives. Gangs offer children safety and "love". Many times, this is all they know. Women are no longer the dominant caregivers in the home. Many children don't understand a mother's love because they've never had it. Also, the men are no longer taking care of their families. Most men don't even know their children. Aside from the absence of a male figure in the home to help raise and train the children, women are now walking off and leaving their children with the father. Our children have to be able to survive. Unfortunately, gangs and drugs are now becoming "family". One thing that the children know for sure, the drugs and the gangs aren't going anywhere. Too bad they can't say the same about their parents. LaDoris Pope

i would definetily agree that theres no way we can arresest away the problem.i dont belive this has worked on any crimanal issue ever and many times only contributes to the spread of the problem.i also belive that community outreach projects can provide much needed help and possibly even reduce the problem if enough effort is put in.but i dont think the problem as a whole can be solved without majorly addressing the core problems of poverty,education,and family structure.which im afraid are goverement and poltical institutions have chose to avoid generation after generation.and likely will continue too.

I strongly agree with your views on how to decrease the gang issues, and I do not believe for a second, that institutionalizing a young boy or lady that are active gang members or troubled youth to places such as juvenile centers and state prisons is the way to go about it. Although they are troubled youth, people should not automatically label them as prisoners. Instead, Like you said, communities should accept the fact that there is gang life around, and build places that take kids away from that environment, create activities, jobs. give kids of all kind a since of belonging and care, cause mostly thats what troubled youth are missing. Locking kids up only makes the gang life more realistic to them, they will learn how to be even more of a criminal in prisons and lock-up facilities than they would in the streets. Redirecting these youth to Positivity and better well being is the only way improve. The government and political leaders although will address the issue, they will most likely not be the ones to take steps to solve it, so it solely in the hands of communities, neighbors, teachers, church groups, and others to really make changes.

This blog is very important. I highly agree with the fact that people need to actually realize that this is a big problem, rather then just ignore. Most parents think that its not their child so they dont need to worry about it. I think one key thing in order to prevent this problem from growing is to be more involved in these kids lives. Kids need a mentor or role model. Most of the people involved in gangs do not have people to guide them to the right path.

I think that gangs will never completely go away, kids that enter gangs usually come from a broken home and are looking for love or a sense of belonging, and as stated could have a chemical dependency or mental illness. While, I think that making our communities more aware about gangs and letting kids know about outreach programs, we can't watch how every parent raises their children. Although, it is very unfortunate, kids will continue to join gangs, from the lack of love in their family or maybe they aren't getting enough attention from their single mom working hard. Its going to be a tough battle

This article asks some hard questions. What can we do? We have young kids in gangs that are willing to die for their gang. What happened in these childrens lives that they are getting so tangled up in these gangs. How are these gangs brain washing our children! It makes me angry that gangs have more power than parents.

Your article mentions several root causes to the gang problem our society is facing today; but gangs as a whole may be an offshoot of a societal need for a more primitive need for the "clan" or "tribe". Since the developement of cities, disenfranchised members of society have formed sub-cultures opposed to the "establishment".
The existence of rebellious groups may never go away; however, we would do well to address the issues you bring up as the root cause of gang violence and membership. The need for a sense of belonging, boredom, the absence of skills, education, drug abuse and poor role models could be improved by social programs aimed at youths prone to gang exposure.
Iron bars and handcuffs only serve to perpetuate the problem. Murder and execution only make martyrs of those caught and incarcerated.

I am already angry about the gang activity in our communities; the crime and lose of life that comes with it. But so far I have only addressed the "A" of the ABC solution. I affirm that there is a problem. However I have failed at this time to adress the "B & C": Believe that I have or can garner the resource needed to address it, and commit to change. Although there is truth in this blog, I can not help but think that gangs will always be around. Gangs existed before most of us were even born. I believe it does have to deal with the personal grudges that gang members hold against what one gang did to the other and in the end it is not worth all the blood shed. There are good after school programs as you mentioned to keep youth occupied and focused educationally such as the Boys and Girls Club. However one question I would ask FWISD and DISD is if we are trying to keep our youth of tomorrow educationally focused, why is there a debate on whether or not certain teachers will even have a job to go to next week? (I have a friend who is a teacher and they finds out next week through email if there class will be cut and they may be left unemployed.) Where is our tax money going when we can not even keep teachers who want to teach in public schools? Who knows if we will ever have a gang-free world but I do agree with you when state that those educational opportunities should be made apparent and open to everyone. -Mrs.Cabral

Before reading this post I had no idea that Fort Worth had a gang problem. I never hear about it on the news or in converstions with with people who live in the area. I wonder if since this post was written if anything has been done to effecticvely solve the problem. If not, I agree with Dr. Sabir that if you do not first admit to having a problem, the problem will not be solved. Denial is only going to compound the issue. Also simply throwing the children in jail is obvously not the answer. It's a shot sighted band-aid solution to a complicated cancer in the community. The only hope for these kids are, like Dr. Sabir says groups like Boys and Girls club. It takes a Village to raise a child, not a bureaucracy.
